The EU's Scaleup Europe Fund and PSG Equity co-led; BlackRock, Advent, the Grand Duchy of Luxembourg, a16z, ASML and NVIDIA all put money in. Same week, China's MIIT published its 15th Five-Year Plan for the information and communications sector: 9,800 exaflops of intelligent compute by 2030, up from 1,590 exaflops in 2025, on 3.8 trillion yuan ($532B) of cumulative infrastructure spend. It also calls for the orderly rollout of clusters running 10,000 — and 100,000-plus — GPUs, explicitly tuned to home-grown chips.

The supply side moved too: ASML, TSMC, Samsung and Intel committed to a shared roadmap taking High-NA EUV to larger 12-inch photomasks, easing one of the tightest bottlenecks in printing big AI dies.
